The short answer
Northern Ireland's 2026/27 Home Heating Oil Support Scheme: the £100 voucher, qualifying benefits, income test, application deadline and how to use the card.
Northern Ireland's Home Heating Oil Support Scheme is an application-based payment for households that use home heating oil as their main source of heating. An eligible household can receive a £100 digital pre-paid card to spend with a heating-oil supplier in Northern Ireland.
The scheme is separate from the Great Britain Warm Home Discount, Winter Fuel Payment and Cold Weather Payment. It is also not a general cash payment: the card is restricted to home heating oil, and only one card can be awarded for an eligible residential address.

Northern Ireland only

What the scheme provides
The Department for Communities describes the support as a £100 voucher for eligible households. In practice, the approved applicant receives a digital pre-paid card or, where digital access is not available, a notification by post with instructions to redeem it.
The card can only be used to buy home heating oil. It cannot be used for gas, electricity, groceries or other household spending. If an oil order costs more than £100, the card can be used as part payment where the supplier accepts it, with the balance paid separately.
The scheme is designed for people who occupy a Northern Ireland residential address as their sole or main home. Home ownership is not required: tenants can qualify if they meet the other conditions.
Who can qualify?
You must meet the location and heating conditions and fall within at least one of the qualifying routes. The Department's current guidance says the household must use oil as its primary source of heating, live in Northern Ireland, and be eligible in at least one day of either the April 2026 or November 2026 qualifying period.
Qualifying benefit route
The published FAQ lists these qualifying benefits and payments:
| Benefit or payment | Important point |
|---|---|
| Pension Credit | The qualifying benefit must be in payment during a relevant qualifying period. |
| Universal Credit | The scheme checks the relevant household and qualifying-period conditions. |
| Income-related Employment and Support Allowance | This is the income-related form of ESA, not every ESA circumstance. |
| Disability Living Allowance | The payment must match the scheme's published qualifying list. |
| Personal Independence Payment | PIP is listed as a qualifying disability benefit. |
| Attendance Allowance | Attendance Allowance is included in the published FAQ. |
| Armed Forces Independence Payment and specified supplements | The FAQ lists the relevant armed-forces and industrial-injuries payments. |
Being on a benefit does not by itself settle the claim. You still need to live in Northern Ireland, rely on home heating oil as your main heating source and meet the relevant qualifying-period rules.
Income route
You may also qualify without receiving one of the listed benefits if you are a single person or couple, including pensioners, with annual income below £30,000 after allowable deductions. For a couple, the scheme considers the relevant joint income. In a multi-occupancy household, the Department's FAQ explains that it considers the applicant's individual income, or the applicant and partner's income where relevant, rather than automatically treating every resident's income as one household total.
The £30,000 figure is a scheme eligibility test, not a general tax threshold. Do not use your gross salary without checking which deductions and income details the application asks for.
Which dates matter?
There are three dates to keep separate:
- Qualifying periods: April 2026 and November 2026. You only need to be eligible for at least one day in either qualifying period; you do not need to qualify in both.
- Application window: 9 September 2026 to 31 March 2027.
- Card expiry: after approval, the activation link and the card have their own validity rules. The FAQ says the activation link is valid for three months from the notification date, while an activated card is valid until the end of the month following activation.
This means an applicant should not leave the application until the last day. A decision may require supporting evidence, and a successful applicant still needs to activate and spend the card before its expiry date.
How to apply for the Home Heating Oil Support Scheme
- 1Confirm that your sole or main residential address is in Northern Ireland and that home heating oil is your primary heating source.
- 2Check whether you qualify through a listed benefit or the below-£30,000 income route for a single person or couple.
- 3Check that you were eligible for at least one day in April 2026 or November 2026.
- 4Apply through the official nidirect application service before 31 March 2027.
- 5Keep your National Insurance number, address, contact details and partner or income information available. The Department may ask for evidence of oil use or income.
- 6Save the claim reference and follow the decision notification. If approved, activate the unique link and use the £100 card with a Northern Ireland oil supplier before it expires.
What information may be needed?
The application asks for identifying and household information, including your National Insurance number, full name, Northern Ireland address, email address or smartphone number, partner details where applicable, earnings and qualifying-child details where relevant.
The Department may ask for further evidence. Its FAQ gives examples such as proof that home heating oil is the main heating source for the address or proof of household income. If evidence is requested, follow the notification carefully: the FAQ says evidence normally needs to be provided within 30 days of the request.
If you cannot apply online, the Department lists a dedicated helpline on 0800 072 0266 and says Jobs & Benefits offices can help with the application. Use the number and links on the official Department or nidirect pages rather than responding to an unsolicited message asking for bank details. The Department says the scheme does not require your personal bank details.
How is the card used?
The digital card is restricted to home heating oil. Once activated, it can be used with an oil supplier in Northern Ireland that accepts card payments. The FAQ says an order above £100 can use the card as part payment, subject to the supplier's payment arrangements.
The card is not a discount on every fuel bill and it is not a replacement for comparing oil prices. The Department points applicants towards Northern Ireland oil-price comparison support; check the supplier's accepted payment methods before placing an order. If the card is only partly spent, keep track of the remaining balance because the FAQ says the balance must be used before the card expires.
Check the application and card safely
Use the nidirect service or the contact details shown on the Department for Communities page. The scheme does not require personal bank details for the card, so a message asking for online-banking credentials, a fee or a bank transfer should be treated as suspicious. Keep the application reference, the date submitted and any evidence uploaded. If the Department asks for evidence, respond within the stated period and keep a copy of the documents and submission confirmation.
The one-card-per-address rule means that duplicate applications can create confusion rather than an additional award. Agree who will apply in a shared household, use the correct partner and income details, and make sure the address is the residential address where the oil heating is used. A card sent to the first eligible applicant may still need that applicant to coordinate the purchase with the household and supplier.
After approval, check the notification date, activation link, expiry date and remaining balance. The card is a restricted payment method, not cash. A supplier may have its own minimum order, delivery or payment rules, and the scheme does not guarantee a particular oil price. If an order is more than £100, confirm that the supplier accepts part payment before ordering and retain the receipt showing how the card was used.
How is this different from other energy support?
| Scheme | Area or fuel | What it does |
|---|---|---|
| Home Heating Oil Support Scheme | Northern Ireland; home heating oil | Application-based £100 restricted digital card for eligible households |
| Warm Home Discount | Great Britain; eligible energy bill | Supplier-administered bill discount with separate nation and supplier rules |
| Winter Fuel Payment | UK-wide rules with residence and age conditions | Separate seasonal payment; it is not an oil voucher |
| Cold Weather Payment | England, Wales and Northern Ireland rules | Weather-triggered support tied to qualifying benefits; it is separate from this scheme |
Do not use a Warm Home Discount eligibility answer as a substitute for the Northern Ireland oil-support criteria. The new NI scheme is based on residence, primary heating fuel, qualifying periods and the benefit or income route described above.
What about the Warm Healthy Homes Fund?
The Department for Communities is developing the Warm Healthy Homes Fund as longer-term housing and energy-efficiency support, with material referring to a planned transition for private-sector dwellings from April 2027. That is a different policy track from the current Home Heating Oil Support Scheme.
Do not treat the future fund as a current £100 entitlement or assume that its eventual eligibility rules are already final. For the immediate oil-support application, use the current Department and nidirect instructions linked in this guide.
Keep an application file with the address, heating-source evidence, benefit or income route, qualifying-period evidence, application reference, requested documents and card notification. Separate household eligibility from card use: approval does not guarantee that every supplier accepts the payment method or that the card can be exchanged for cash. Check the current official deadline and expiry date before ordering oil.
