PCP (Personal Contract Purchase) usually has a lower monthly payment than HP because a large optional final payment is deferred to the end. You can then pay that balloon to buy the car, return the car subject to the agreement's mileage and condition terms, or enter a new agreement if the dealer offers one. HP (Hire Purchase) usually has higher monthly payments and may have a small option-to-purchase fee, but you normally own the car after all payments and fees are paid. There is no universal winner — compare entered payments, finance cost, amount to own and end-of-term choices with the PCP vs HP Car Finance Calculator.
This guide breaks down the mechanics of both products, the total-cost arithmetic, the mileage and condition rules that trip PCP drivers up, and the early-termination rights you have under UK consumer credit law.
PCP = lower payments, a final payment
HP = ownership after completion
Mileage limits only on PCP
The Two Products Side by Side
| Feature | PCP | HP |
|---|---|---|
| Monthly payment | Lower | Higher |
| Balloon payment at the end | Yes (GFV) | No |
| Own the car at the end | Only if you pay the balloon | Normally after all instalments and any option-to-purchase fee |
| Mileage restriction | Yes — agreed at the start | No |
| Interest on the whole amount | Yes | Yes |
| Best for | Changing car every 2–4 years | Keeping the car long-term |
Both are forms of motor finance with agreement-specific terms and consumer-credit protections. The main commercial difference is the deferred final payment and end-of-term options in PCP. The finance company sets the optional final payment using its valuation and underwriting assumptions; do not treat a quoted future value as a promise about the car's market price or as protection if you buy the car. On HP, the borrower pays for the vehicle over the term and normally takes ownership after completion.
How the PCP Arithmetic Works
The monthly PCP payment reflects the cash price, deposit, fees, APR, term and optional final payment. For an illustration using a £25,000 car, £3,000 deposit, £11,250 final payment, 36 months and 5.9% APR, a standard amortisation calculation gives a payment of about £382 a month before any agreement-specific fees. At the end, the customer can pay the final payment to buy the car, return it subject to the mileage and condition terms, or use any available equity in a replacement transaction. The agreement and settlement statement control the actual figures.
| Component | Amount |
|---|---|
| Car price | £25,000 |
| Deposit | −£3,000 |
| Amount financed | £22,000 |
| GFV at 45% | £11,250 |
| Amount before the deferred final payment | £10,750 |
| Illustrative monthly payment (36 months, 5.9% APR) | ~£382 before fees |
How HP Differs in Practice
HP finances the full amount in the same illustration. At 5.9% APR over 36 months, the payment is about £668 a month before agreement-specific fees. HP normally has no contractual PCP-style mileage limit or handback condition charge, but high mileage still affects the car's value and running costs. PCP mileage allowances and excess-mileage rates vary by agreement, so use the signed contract rather than a generic pence-per-mile assumption.
Total Cost Comparison
| Over 3 years | PCP | HP |
|---|---|---|
| Deposit | £3,000 | £3,000 |
| Monthly payments | £382 × 36 ≈ £13,747 | £668 × 36 ≈ £24,058 |
| Balloon paid to own | £11,250 | £0 |
| Illustrative total to own the car | ≈£27,997 | ≈£27,058 |
| Total if you return it | Deposit + monthly payments + any mileage/condition charges | N/A — you own it after completion |
On these assumptions HP is approximately £939 cheaper to own than PCP. That is an illustration, not a market rule: APR, fees, deposit, final payment, term and optional products can change the result. Compare the agreement's total amount payable rather than comparing monthly payments alone.
Early Termination and Your Rights
Under voluntary termination, a regulated PCP or HP customer can generally end the agreement by returning the car once they have paid half of the agreement's total amount payable, including the PCP balloon; if they have paid less, they may need to pay the shortfall to reach half. They do not receive money back merely because they have paid more than half, and damage beyond fair wear and tear can still matter. The separate 14-day right to withdraw from a credit agreement is not a general right to return a financed car for a full refund: credit already provided and interest may need to be repaid within the statutory period, and the agreement's cancellation rules must be checked.
Used Cars, Deposit Contributions and the Fine Print
PCP can be offered on new and used cars, but APR, deposit contributions, final payment and eligibility are agreement-specific. A representative APR is not necessarily the rate offered to every customer. Read the cash price, amount of credit, total amount payable, mileage allowance, excess-mileage rate and condition standard. Fair wear and tear may be assessed against the agreement or a relevant industry standard; damage outside the agreed standard can lead to a charge.
Negative equity and changing the car early
The car's market value can be below the finance settlement figure. This is negative equity: the sale or trade-in value does not clear the amount needed to end the agreement. A dealer may offer to roll the shortfall into a new agreement, but that increases the amount borrowed and can make the next monthly payment appear affordable only because debt has been carried forward. Ask for the settlement figure and the vehicle valuation separately before agreeing to a replacement.
PCP can create a particular decision point at the end of the term. If the car is worth more than the optional final payment, there may be equity, but the amount depends on a real sale or trade-in value and the settlement terms. If it is worth less, returning the car under the agreement may be an alternative if the mileage and condition requirements are met. Do not treat the final payment as a guaranteed buy-back price or assume that positive equity is available before a dealer or buyer confirms the valuation.
On HP, early replacement usually involves a settlement calculation or sale after ownership. The fact that the car has been used for a short period does not make the outstanding credit equal to the vehicle's value. Compare the settlement figure, likely sale price, fees and any replacement deposit rather than judging the decision from the number of instalments already paid.
Affordability is more than the monthly payment
Test the payment against the household budget after including insurance, fuel or charging, servicing, tyres, vehicle tax where applicable, parking, repairs and the deposit source. For PCP, include a reserve for the optional final payment if keeping the car is a realistic outcome. For HP, include the higher monthly commitment and the possibility that the vehicle will need repairs after the finance term ends. Do not use a future trade-in or bonus as a required part of the affordability calculation.
Compare at least three scenarios: keep the PCP car and pay the balloon, return it and replace it, and keep an HP car after the finance ends. Use the same cash price, deposit and expected ownership period for each scenario. State whether the comparison includes a vehicle sale value, and label that value as an assumption. A calculator can show arithmetic; it cannot predict the condition assessment, credit approval, future APR or used-car market.
Consumer checks before signing
Read the pre-contract information and the regulated credit agreement before paying a deposit. Check the lender, broker, dealer, cash price, amount of credit, duration, APR, interest, fees, total amount payable, repayment schedule, optional final payment, mileage allowance and early-termination terms. Confirm whether a deposit contribution depends on taking a particular finance product or keeping the agreement for a minimum period.
Ask who owns the car during the agreement, what insurance is required, how servicing must be evidenced and what happens if the car is written off or stolen. Keep the signed agreement, order form, valuation, condition photographs, service invoices and settlement statements. If a salesperson's explanation conflicts with the written terms, pause and resolve the conflict before signing.
Cooling-off and termination rights are not interchangeable. A statutory right to withdraw from the credit agreement may require the credit and interest to be repaid under the applicable rules; it is not a general right to return the car without cost. Voluntary termination has its own conditions and can still leave responsibility for damage or missed payments. Use the finance provider's written process and obtain confirmation of the amount due.
When a finance comparison needs advice
Get independent help if the agreement is for business use, involves a limited company, has a guarantor, includes a disputed commission or broker issue, or is being used to consolidate previous negative equity. Company-car tax, VAT, consumer-credit and accounting treatment are different questions from the personal PCP-versus-HP comparison. A dealer's monthly-payment quote is not regulated financial advice about whether the car is affordable or suitable.
Keep the decision evidence: the cash price, alternative finance quotes, deposit, APR, total amount payable, expected mileage, final-payment plan and settlement assumptions. Re-run the comparison if any of these changes. This makes it possible to identify whether a lower payment came from a lower price, a larger deposit, a longer term, a higher final payment or a more expensive add-on.
GAP Insurance and Add-Ons
Optional products such as GAP insurance, warranties and cosmetic cover are separate commercial decisions. If an add-on is financed, its cost can increase the amount of credit and interest. Compare exclusions, cancellation terms, insurer status, duplicate cover and the total amount payable; do not describe any product as universally worthwhile or assume a comprehensive policy covers a finance shortfall.
Choosing Between PCP and HP
Decide in five steps
- 1Work out your realistic annual mileage and compare the agreement's allowance and excess-mileage rate.
- 2Compare monthly payments on both, including the PCP balloon you would pay to own.
- 3Check the optional final payment and the total amount payable; a higher final payment usually lowers monthly payments but leaves more to pay to own.
- 4Add the handback condition and per-mile charges to the PCP total before comparing.
- 5Compare the entered PCP and HP assumptions with the [PCP vs HP Car Finance Calculator](/tools/pcp-vs-hp-car-finance-calculator); it does not provide a lender quote or affordability decision.

Assumptions
- The comparison depends on the actual agreement, APR, deposit, term, fees, mileage, optional final payment, vehicle value and credit circumstances.
- A calculator comparison is not a recommendation; read the regulated credit agreement and check early-termination and condition terms before signing.
